FOR PROCUREMENT OF SERVICE PROVIDER FOR SUPPLY, OPERATION AND MAINTENANCE OF BUSES FOR THE DART SYSTEM
Invitation to Tender

1.This Invitation to Tender follows the General Procurement Notice Issue 33 dated Tuesday August 14, 2018 which appeared in Public Procurement Regulatory Authority Journal and Tenders’ Portal of 7th August, 2018.
2.The Government of the United Republic of Tanzania is intending to procure a long term (12 years) concession bus operator to supply, operate and maintain buses for the Dar Rapid Transit (DART) system which includes 5 terminals, 27 stations, 4 feeder stations, 3 connecter stations, 3 pedestrian bridges, 1 depot and 21 kilometres of busways.
3.Operation of the BRT under an interim services contract, which is intended to demonstrate BRT prototype services, has commenced since 16th May 2016.
4.The purpose of issuing the request for qualification (RFQ) is to enable the DART Agency to qualify interested applicants who wish to be involved in project phase 1, by assessing whether they fulfil the DART Agency’s qualification requirements, it is intended that the RFQ and subsequent processes will be conducted in a transparent and open manner in order to ensure that all eligible and interested applicants are given equal opportunities to compete in providing services, ensure fairness in procurement process, value for money, demonstrate economy and efficiency in the operation of the bus rapid transit project and finally ensuring that the DART Agency’s achieve its objectives intended in the operation of phase 1. The qualification process will identify a short-list of qualified applicants, who will be invited to submit detailed technical and financial offer at a later stage.
5.The objective of the RFQ includes ensuring that those interested applicants who successfully qualify:
(a)have the financial prerequisites; and
(b)have an established track record in relevant operations as to enable the interested applicant to successfully provide the required services.
6.The DART Agency now invites Application for Qualification (AFQ) from eligible applicants for the supply, operation and maintenance of buses equipped with validators and driver’s consoles compatible with the AFCS and ITS, in line with quantities and specifications to be provided by the DART Agency (indicatively up to 177 18-meter buses for trunk operations and up to 128 12-meter buses for feeder operations); and the provision of bus services for a period of 12 years according to line description and frequency as decided by the DART Agency. Tendering will be conducted through the international “competitive tendering” “solicited proposal” selection procedure specified in the Public Private Partnership Act 2010 (as amended) and Public Private Partnership Regulations 2015.
9.Subject to any changes in the RFQ, it is currently intended that in accordance with the Public Private Partnership Regulations 2015:
(a)all AFQ documents must be delivered on or before 14.00 hours of Thursday 20-February-2020;
(b)a Request for Proposals (RFP) shall be issued to all shortlisted applicants on or before Friday, 06-March-2020; and
(c)all RFP proposals must be delivered on or before Tuesday 28-April-2020
