THE CONSULTANCY SERVICES TO SUPPORT DART IMPLEMENTATION OF DAR ES SALAAM URBAN TRANSPORT IMPROVEMENT PROJECT (DUTP)– PROJECT ID: P150937

The Government of the United Republic of Tanzania has applied for financing from the World Bank towards the cost of the Dar es Salaam Urban Transport Improvement Project (DUTP) and intends to apply part of the proceeds for eligible payments under the contract for Consultancy Services to Support Implementation of DUTP through Dar Rapid Transit Agency (DART).

The consulting services (“the Services”) include the contract to Support Dar Rapid Transit Agency (DART) in the Implementation of DUTP for Two (2) years.

Within this context, the Consultant shall be assigned the following responsibilities as described in the Terms of References (TOR) for the assignment.

Provide highly skilled and experienced managers/experts to strengthen the management of DART Agency to ensure effective planning and operation of the Bus Rapid Transit system. The total professional staff to be provided by the Consultant is estimated at 200 staff-months covering the services of:

  1. Transport PPP and Contracts Management Specialist,
  2. Transport Financial Specialist;
  3. Transport Energy Specialist,
  4. Procurement Specialist,
  5. Environmentalist,
  6. Social Safeguard Specialist and
  7. Communication Specialist.
  8. Any additional Expertise to be made available, as and when necessary, in the form of inter alia, a transport planner/engineer, Transport Schedulers, ITS Experts, Bus Operation Experts, Business Development Experts etc.

The Dar Rapid Transit Agency (DART), an Executive Agency of the Ministry of Regional Administration and Local Government, President Office now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Core business of the firm and years in business,
  2. Experience on similar assignments in the last ten (10) years,
  3. Experience in undertaking similar assignments in Africa or developing countries, and
  4. The technical and Managerial capability of the firm (provide only the structure of the organization, general qualifications and number of key staff. Do not provide CVs of staff. key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.
