Dr Eliphas Mollel is a Director of Human Resources Management and Administration responsible for overall administration and Management of the Agency workforce. He holds a Doctor of Philosophy (Ph. D) degree in Human Resources Management (PhD-HRM) from Moi University Kenya in 2017. He also holds a Master of Business Administration degree majoring in Logistic Management (MBA-LM) from Coventry University (UK) in 2011. He further holds a Master of Public Administration majoring in Human Resources Management (MPA-HRM) from the University of Botswana (UB) in 2009. He further holds a Bachelor of Public Administration majoring in Human Resources Management (BPA-HRM) from Mzumbe University in Tanzania in 2003. He is professionally a qualified Human Resources Officer where he sat for Proficient Examination for Human Resource Officer (PHR) from the Tanzania Public Service College in 2011. He is also a Certified Director by the Institute of Directors in Tanzania (IoDT). 

Dr Mollel has over 20 years of professional working experience serving in both the Public and Private sector including A Private Commercial Bank in Tanzania as credit Officer for over four years, Arusha District Council as Human Resources Officer, Arusha City Council and Tanga City Council as the Head of Human Resources Management and Administration. From May 2020, Dr Mollel joined Dar Rapid Transit Agency (DART) where he worked as the Director of Administration, Human Resources Management and Communication (DAHRC) where later in 2022 when the President approved the New Organization Structure of the Agency his title changed into Director of Human Resources Management and Administration (DHRA) responsible with advising of the Chief Executive in all issues related to the management and administration of Human Resources in the Agency.

Generally,

As HR Director has the responsibilities that include developing and implementing strategic HR Plans and Policies relating to Human Resources Management (HRM), Administration and Communication as well as maintaining an open dialogue with stakeholders through communication to drive overall organizational success. To be successful, one should be able to manage and advance organizational Human Resources as a business strategic Partner directed towards achieving organizational overall goals and objectives.
