The Government of the United Republic of Tanzania has received a financing from the French Development Agency [Agence Française de Développement (AFD)] towards the cost of the BRT Phase 5 Project and intends to apply part of the proceeds for eligible payments under the contracts for individual consultancy services to support implementation of BRT phase 5 project through Dar Rapid Transit Agency (DART).

The consulting services includes the services of Project Management Expert, and Financial Management Expert to support DART in the implementation of BRT phase 5 project for two (2) years.
In this context, the Consultant's responsibilities will align with the Terms of Reference (TORs) outlined for the assignment.

DART invites interested local individual consultants to express their interest in providing the required services. Applicants should register and submit their applications through the National e-Procurement System (NeST), including evidence of their qualifications and relevant experience. The shortlisting will be based on the following criteria:
1) The consultant’s general educational background.
2) Experience in carrying out similar assignments.
3) Familiarity with international donor-funded projects.

Shortlisted consultants will undergo an oral interview at the DART offices before submitting their proposals. The interview scores will contribute to the overall technical scores and play a key role in determining qualification for the technical proposal stage.

The attention of interested Consultants is drawn to Procurement guidelines for AFD-Financed Contracts in Foreign Countries version 2 of February 2024.

Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. Further information can be obtained through NeST system.

Expressions of interest must be delivered through NeST system by 25 June 2025.
