DART Agency signs contract with IFC to advance Bus Rapid Transit project in Dar es Salaam
In a significant step toward enhancing public transport in the bustling city of Dar es Salaam, the Dar Rapid Transit (DART) Agency has signed a contract with the International Finance Corporation (IFC) to serve as Transaction Advisor for the next phases of the Bus Rapid Transit (BRT) system. The signing ceremony, held under the auspices of the World Bank in Tanzania, marks a pivotal moment in the ongoing effort to improve urban mobility in the region.
The agreement was officially signed today, with DART Agency's Chief Executive, Dr. Athumani Kihamia, and IFC's Country Manager for Tanzania, Rwanda, and Uganda, Ms. Martine Valcin, in attendance. The contract will guide the design and implementation of phases three and four of the BRT system along Nyerere Road and Bagamoyo Road, respectively.
“The government of Tanzania is committed to improving public transport across our cities, and this partnership with IFC is a crucial step in achieving that goal,” stated Dr. Kihamia. He emphasized the importance of efficient transport systems in promoting economic growth and enhancing the quality of life for citizens.
Under the agreement, the IFC will assist DART in conducting due diligence, structuring the project, and identifying and selecting a Private Sector Participant (PSP) for each phase. This process will adhere to best international practices and regulatory standards, ensuring a robust framework for the BRT expansion.

The timeline for project completion is estimated at 21 months following the signing of the contract, a significant acceleration from DART’s initial deadline of June 2025. This expedited timeline reflects the urgency and commitment of both parties to deliver the project efficiently.
Before the IFC can finalize the contract, DART will engage an interim service provider for Phase 3 to ensure that project timelines are maintained. This strategic move highlights DART's proactive approach in navigating the complexities of public transport development.
Eng. Yanas Mchomvu, representing the IFC during the signing ceremony, expressed optimism about the BRT project’s potential. “This project is not just about transportation; it’s about creating a sustainable urban environment that can support economic development and improve the lives of everyday citizens,” he stated.
